Rwanda Prepares Coffee Sector for EU Due Diligence Rules
A national roadmap outlines priority actions to align Rwanda’s coffee sector with emerging EU sustainability legislation

Rwanda is taking further steps to prepare its coffee sector for evolving European sustainability requirements. In Kigali, stakeholders launched a National Roadmap aimed at aligning the sector with the EU Deforestation Regulation and the Corporate Sustainability Due Diligence Directive.
The process was implemented by the United Nations Development Programme in close cooperation with the National Agriculture Export Development Board under the FIT for FAIR initiative. Government institutions, private sector actors, cooperatives and development partners from across the coffee value chain contributed to the process to coordinate action and strengthen Rwanda’s readiness for EU due diligence legislation.
Taking Stock of Rwanda’s Policy Framework
As part of the initiative, stakeholders conducted a detailed review of Rwanda’s existing policy and regulatory environment. This included:
- an analysis of national legislation related to due diligence requirements
- a gap assessment comparing existing frameworks with EU legislation
The review shows that Rwanda has already made considerable progress in developing laws and policies related to environmental protection, forest governance, land tenure, labour rights, human rights and child protection.
Building on these findings, the EU Due Diligence Working Group developed policy recommendations and prepared a comprehensive national roadmap.
Turning Analysis into Action
The launch of the roadmap concludes the assessment phase and marks the beginning of implementation. The roadmap defines priority actions, responsibilities and timelines to support Rwanda’s coffee sector in meeting evolving sustainability standards while maintaining access to international markets. The roadmap focuses on several key areas:
- Legality
- Traceability
- Smallholder integration
- Decent work, living wages and waste management
These priority areas respond to growing international expectations around sustainability, transparency and responsible supply chains. Beyond regulatory compliance, the roadmap is intended to strengthen Rwanda’s coffee value chain, improve traceability systems and help producers remain competitive in demanding export markets.
Through this coordinated effort, Rwanda is positioning its coffee sector to respond proactively to changing global market conditions while supporting long-term sustainability and resilience.
